Teach them to write down both numbers being compared, then use subtraction to find the difference. For example, if cats = 8 and dogs = 5, write '8 - 5 = 3' to find 'cats have 3 more than dogs.'
Start with graphs that count by 1s, then gradually introduce scales that count by 2s, 5s, or 10s. Use a ruler or straight edge to help them align the bar top with the correct number on the scale.
Use real objects first - if each symbol = 5, show 5 actual items, then replace them with one symbol. Practice skip counting by the symbol's value (5, 10, 15, 20) rather than counting symbols (1, 2, 3, 4).
Teach them to use their finger to trace rows and columns to find specific information. Cover other parts of the table with paper so they focus on just the row and column they need for each question.
They should be able to read basic graphs, understand that bars/symbols represent quantities, and perform simple addition and subtraction. Medium difficulty adds multi-step problems and comparisons between 3-4 categories.
