This is very common at this age. Use clear 'taking away' language and physical actions. Start with toys or snacks - put out 5 crackers, eat 2, and count what's left. The key is making the 'removal' action very obvious and connecting it to the minus sign.
Understanding comes first! Focus on the 'taking away' concept using objects and pictures. Once they truly understand what subtraction means, fact fluency will develop naturally. Rush to memorization too early and they may struggle with word problems later.
