Try the 'alligator trick' - tell them the symbol is like a hungry alligator's mouth that always opens toward the bigger number because it wants to eat more. You can also use the 'Pac-Man' analogy or have them make the symbol with their hands, opening toward the larger number.
Focus on teaching the strategy of comparing place values. Show them to look at the tens place first - whichever number has more tens is bigger. Only when the tens are the same do they need to look at the ones place. This builds number sense rather than just memorization.
Use place value blocks or draw tens and ones to make it visual. Show that 43 means 4 tens and 3 ones, while 37 means 3 tens and 7 ones. Even though 7 is bigger than 3, the 4 tens makes 43 larger overall. Practice with manipulatives before moving to abstract numbers.
Ask them to explain their thinking out loud. A child who understands will say something like '67 is greater than 59 because 6 tens is more than 5 tens.' If they can't explain or take a long time on easy comparisons, they may need more practice with place value concepts.

Break it down into smaller steps and use visual aids. Start with comparing numbers where only the tens place differs (like 40 vs 60), then practice where only the ones differ (like 45 vs 47). Use number lines or hundred charts to help them visualize which numbers come first and which come later.
