Yes, this is very common in Grade 2! The teen numbers are tricky because we say 'twelve' but write '12', not '21'. Practice writing these numbers while saying them aloud, and use number cards to match spoken numbers with written forms.
Start with concrete objects arranged in groups. For counting by 2s, use pairs of items like shoes. For counting by 5s, use groups of 5 toys. Let them count each group normally first, then show how skip counting jumps over the numbers in between.
