Counting and understanding place value are different skills. Counting is about sequence and memorization, while place value requires understanding that the position of a digit determines its value. Use hands-on activities with groups of ten objects to build this conceptual foundation before moving to abstract worksheets.
This is very common in Grade 1. Practice saying the number while pointing to place value positions from left to right. Use place value charts or mats where they physically place digit cards in the correct columns. Always have them say 'fourteen is 1 ten and 4 ones' before writing.
Test understanding by asking them to explain their thinking, use different representations of the same number, or solve problems in reverse (like 'what number has 3 tens and 7 ones?'). True understanding means they can flexibly move between representations and explain why 3 in the tens place equals 30.
Start with physical manipulation - use 4 groups of ten objects plus 5 single objects to show that 45 is literally 40 things plus 5 more things. Then connect this to the written equation. Emphasize that we're breaking apart the number to see its parts clearly.

Yes, especially in a challenge worksheet. While basic Grade 1 standards often focus on numbers to 20, working with larger two-digit numbers (up to 99) helps solidify place value understanding and prepares students for Grade 2 concepts. The key is ensuring they have strong foundational understanding with concrete support.
